Membership & Policy
Membership in YALPAE is not merely an affiliation. It is a commitment to shared values, defined standards of conduct, and active contribution to youth-led African development.
YALPAE is built as a structured youth-led organisation, not an informal network. For that reason, membership carries both belonging and responsibility. It places individuals within a community, but also within a framework of duties, standards, and accountability designed to protect the organisation’s mission, reputation, and members.
Belonging With Purpose. Participation With Responsibility.
Membership in YALPAE reflects belonging, responsibility, and shared purpose. Administrative processes are intended to be efficient, fair, and welcoming, but participation carries real obligations.
YALPAE does not treat members as passive beneficiaries. Members are entrusted with the organisation’s values, reputation, and mission in everything they do under the YALPAE name.
African youth are not problems to be managed, but partners to be trusted, guided, and held accountable with dignity.
This understanding shapes how YALPAE approaches both membership and policy: with openness, structure, dignity, and seriousness.
Categories of Membership
YALPAE recognises six categories of membership, each carrying defined rights, responsibilities, and eligibility criteria.
Founding Members
Founding Members are the individuals who established YALPAE and adopted its Constitution. They hold full voting rights and serve an advisory and custodial role in safeguarding the organisation’s founding vision, mission, and continuity.
Ordinary Members
Ordinary Members are African youth between the ages of 15 and 35 who actively participate in YALPAE programs and initiatives. They hold full voting rights and are eligible to stand for office, subject to the Board requirement that Board and Executive Committee members must be 30 years of age or younger at the time of appointment.
Junior Members
Junior Members are young people between the ages of 10 and 14. They participate in age-appropriate programs and do not hold automatic voting rights. Parental or guardian consent is required for participation and for all photography, media use, and child-facing activities involving them.
Associate Members
Associate Members include persons of African descent, including members of the African diaspora with sustained familial, cultural, or practical ties to Africa, as well as African nationals above the age of 35 who did not previously serve as Ordinary Members. They do not hold voting or office-bearing rights, but may contribute in advisory, mentorship, collaborative, or in-kind support roles.
Alumni Members
Alumni Members are former Ordinary Members who have aged out or stepped down from active membership. They remain part of YALPAE’s wider community and may serve as mentors. In limited cases, they may be granted specific voting rights by the Board for particular matters.
Honorary Members
Honorary Members are non-African individuals or organisations recognised by the Board for exceptional service to YALPAE’s mission. They hold no voting rights.
Clear, Fair and Welcoming Admission
Membership applications, including those submitted online, are valid subject to verification and compliance with YALPAE policy.
The admission process is designed to be clear and fair:
- Complete the YALPAE membership application and provide all required information
- Consent to YALPAE’s Constitution, By-Laws, Code of Conduct, safeguarding policies, and relevant governing instruments
- Application reviewed by the Membership Committee or designated officer
- Notification of outcome provided within 30 days
- Effective membership date recorded in the Membership Register
Membership fees may be set and published annually. Where financial hardship exists, waivers or deferrals may be granted upon written request.
This process ensures that membership remains open and accessible, but never informal or undefined.
Participation Carries Both Privilege and Duty
Membership in YALPAE includes rights appropriate to each category, but it also includes obligations that protect the organisation and strengthen its culture.
Members may be entitled to:
- Participate in programs, events, and initiatives relevant to their membership category
- Access information about governance, finances, and organisational direction
- Vote at general meetings where eligible
- Stand for election or appointment where eligible
- Expect fair and impartial treatment in disciplinary matters
- Report concerns confidentially and in good faith without fear of retaliation
Members are expected to:
- Comply with the Constitution, By-Laws, and all YALPAE policies
- Represent YALPAE professionally and respectfully when acting in any YALPAE capacity
- Maintain confidentiality of sensitive or internal organisational information
- Declare real, potential, or perceived conflicts of interest promptly
- Uphold YALPAE’s reputation in all interactions and communications
- Cooperate with safeguarding, disciplinary, and governance processes
- Provide accurate information to the Membership Register
YALPAE’s membership model is designed to balance inclusion with responsibility, and participation with accountability.
A Policy Culture Built for Practice
YALPAE’s policies are not treated as optional paperwork or abstract governance language. They are practical instruments that translate constitutional principles into everyday standards of conduct, leadership, participation, and accountability.
The By-Laws give operational effect to the Constitution. They guide how YALPAE functions in practice and how leaders, members, committees, chapters, and representatives are expected to behave and work together.
This policy culture is shaped by principles such as:
- Youth leadership with responsibility
- Unity without uniformity
- Accountability without fear
- Growth without exploitation
- African-led solutions grounded in Ubuntu
Where correction is needed, YALPAE aims to be disciplined without becoming punitive, and restorative without becoming weak.
The Standards That Bind Us All
All persons acting under YALPAE’s name, authority, or representation are bound by the organisation’s Code of Conduct & Ethics.
The Code exists to:
- Establish clear standards of ethical conduct and professional behaviour
- Protect YALPAE’s integrity, credibility, and reputation
- Provide a shared ethical framework for decision-making and representation
- Promote accountability, respect, and trust across the organisation
The Code applies to Board members, Executive Committee members, officers, staff, members, volunteers, chapter representatives, partners where applicable, and delegated agents.
It is not advisory. It is binding.
When the Code Applies
The Code applies whenever an individual is:
- Performing duties for or on behalf of YALPAE
- Representing YALPAE publicly or privately
- Using YALPAE platforms, resources, branding, or name
- Participating in YALPAE events, programs, or activities
Conduct outside formal activities may also fall within the scope of the Code where it creates reputational risk, raises safeguarding concerns, or threatens governance integrity.
This ensures that representation of YALPAE remains responsible, disciplined, and consistent with its values.
Standards of Ethical Conduct
All persons bound by the Code are expected to:
- Act honestly, responsibly, and in good faith
- Treat others with dignity, fairness, and respect
- Avoid harassment, discrimination, bullying, abuse, or intimidation in any form
- Maintain confidentiality of sensitive or internal information
- Use YALPAE resources responsibly and lawfully
- Comply with all applicable laws, policies, and constitutional provisions
- Uphold YALPAE’s reputation in all interactions and communications
These expectations apply across the organisation wherever a person is acting in a YALPAE capacity.
Leadership and Fiduciary Ethics
Board members, Executive Committee members, and officers carry enhanced ethical and fiduciary responsibilities.
In addition to the standards expected of all members, leaders must:
- Act in the best interests of YALPAE at all times
- Exercise care, diligence, and independent judgment
- Avoid misuse of authority, position, or information
- Declare and manage conflicts of interest promptly and transparently
- Model ethical behaviour and accountability
- Protect YALPAE’s institutional independence and governance integrity
Leadership authority within YALPAE is understood as a responsibility of service rather than a position of entitlement.
Conflicts of Interest and Integrity
YALPAE requires integrity not only in behaviour, but in judgment.
All actual, potential, or perceived conflicts of interest must be disclosed and managed in accordance with the Constitution and applicable policies. Members and leaders must recuse themselves from any discussion, decision, or vote where a conflict exists.
Failure to disclose or manage a conflict of interest constitutes a breach of the Code and may trigger disciplinary action.
This principle is essential to maintaining organisational trust, fair decision-making, and institutional independence.
Representation and Public Conduct
Representing YALPAE carries responsibility.
Individuals acting in a YALPAE capacity are expected to do so accurately, respectfully, and within their authorised mandate only. Public statements, advocacy, media engagement, and communications must align with YALPAE’s values, policies, and governance standards.
Personal opinions must not be misrepresented as organisational positions. No person may negotiate, commit, or speak on behalf of YALPAE beyond the scope of their authority.
Safeguarding Within Membership
Membership in YALPAE is inseparable from safeguarding obligations.
Where conduct involves or may involve children, YALPAE’s child protection and safeguarding standards take precedence over all other internal considerations. Safeguarding concerns must be reported immediately and must not be delayed by ethical review, mediation, convenience, or internal politics.
This means:
- Child safety takes priority over status, position, or reputation
- Safeguarding duties apply across chapters, committees, programs, and partnerships
- Members must report safeguarding concerns immediately through the proper channels
- Good-faith reporting must not result in retaliation
- No discretion under any code or policy overrides safeguarding obligations or legal reporting duties
Safeguarding is not separate from responsible membership. It is part of what responsible membership requires.
Every Person Has a Responsibility to Report
All persons bound by YALPAE’s Code and policies have a duty to report suspected ethical breaches, misconduct, safeguarding concerns, or governance failures.
Reports may concern:
- Harassment, discrimination, bullying, or abuse
- Fraud, theft, or misuse of organisational resources
- Undisclosed conflicts of interest
- Misuse of YALPAE’s name, assets, platforms, or authority
- Safeguarding concerns involving children or vulnerable persons
- Any conduct that brings YALPAE into disrepute
Reports are made through designated reporting channels established by the organisation.
Good-faith reporting must not result in retaliation, intimidation, adverse treatment, or disciplinary action against the person making the report.
Accountability in Practice
YALPAE’s disciplinary systems exist to protect the community, uphold standards, and preserve institutional trust. They do not exist to punish identity or create fear.
The organisation’s approach prioritises:
- Fair process
- Dignity
- Learning and correction where appropriate
- Restoration where possible
- Stronger action where necessary to protect the organisation or its members
Investigation Process
Where an allegation is made:
- The concern is reported to the appropriate committee or designated officer
- An initial assessment is conducted, normally within 7 working days, to determine whether formal investigation is required
- Interim measures, such as suspension or restricted duties, may be applied to protect individuals or preserve evidence
- A formal investigation may be conducted by an impartial investigator or panel
- The subject of the allegation is given written notice and an opportunity to respond
- Findings are recorded in writing
Possible Outcomes
Following a fair investigation, outcomes may include:
- No further action
- Formal warning
- Remedial training
- Repayment or restitution where applicable
- Fines where authorised
- Suspension of membership or role
- Termination of membership or engagement
- Referral to law enforcement or regulatory authorities where required
Appeals
Any member subject to a disciplinary decision has the right to appeal within 14 days of receiving the decision. Appeals must be submitted in writing with the grounds for appeal and any supporting evidence.
An independent Appeals Panel, not involved in the original investigation, should provide a written decision within 21 days. Where internal remedies are exhausted, individuals retain the right to seek external arbitration or legal recourse where permitted by law.
Resignation, Suspension and Reinstatement
- Resignation may be submitted in writing to the Membership Officer
- Suspension may be imposed by the Board or Membership Committee pending investigation of alleged breaches
- Termination follows serious misconduct and fair process, including the right to hearing and appeal
- Reinstatement may be possible upon satisfaction of reinstatement conditions and approval by the relevant authority
Where the Code Applies and Where It Does Not
YALPAE does not regulate or discipline personal conduct that occurs entirely outside the scope of YALPAE activities, is unrelated to organisational duties, and does not reasonably present itself as representing YALPAE.
Private conduct, without use of YALPAE branding, platforms, authority, or representation, does not in itself constitute a breach.
However, where conduct directly and demonstrably harms YALPAE, misuses the organisation’s name or trust, or raises safeguarding or governance concerns, it may still fall within the scope of the organisation’s policies.

YALPAE’s membership and conduct standards are governed through an integrated framework of constitutional and policy instruments, each with a defined purpose and authority.

All policies are subordinate to the Constitution. Where conflict arises, the Constitution and safeguarding obligations prevail.
Membership Begins With Acknowledgement
All members are required to acknowledge their understanding and acceptance of YALPAE’s governing standards upon joining.
This includes recognition that the Code of Conduct, safeguarding obligations, and membership policies are binding on all who participate under YALPAE’s name or authority.
Failure to sign or formally acknowledge a policy does not exempt any person from compliance.
Membership in YALPAE begins with acknowledgement because responsible participation begins with clarity.
A Responsible Membership Culture
YALPAE seeks to build a membership culture that is ambitious, respectful, disciplined, and values-driven.
The organisation does not measure strength only by numbers, but by the quality of participation, the seriousness of conduct, and the integrity with which members carry responsibility.
Membership within YALPAE is therefore both an opportunity and a commitment: an opportunity to belong to a youth-led Pan-African institution, and a commitment to uphold the standards that allow that institution to remain credible, safe, and effective.
